I'm on the Insiders Office 365 version of 64 bit Excel and was hoping that someone could point me in the right direction. Sadly, I've learned that 64 bit Excel doesn't have a built in date picker.Additionally, maybe you can try the suggestion in the following threads

It is recommended to use 32 bit of Excel 2016 if you want to use this feature. If you are using 64 bit of Excel 2016, there is no Microsoft Date and Time Picker Control available by default.
