I have noticed that some mods will not work without dedicated DLC ( cable car mods will not work without mass transit DLC, etc) so i wanted to check can i even use mods for After Dark DLC like tram, taxi and prison mods.

I did extensive troubleshooting like: Removing all mods (manually deleted them) and playing vanilla, next steps are all without mods - reinstalling the game, reinstalling both game and Origin client + clearing game and origin cache in "clean boot" in admin mode, disabling AV, created "new user admin profile" in windows in case there are some issue permissions or user profile settings with my current profile. Both in-game menu and Origin client says that After Dark DLC is activated but there are no assets from that DLC, and i dont mean that are greyed out, just non existing, (prison, taxi, international airport, dedicated policies etc). I got this game on Origin thru Origin Access Membership for free, (core game + pre order pack), but i bought additional DLCs including After Dark dlc. Please explain your issue is in as much detail as possible.
